Imagine a $ 190,000,000 price tag! Guess what it would be? Well .. it to the U.S. Air Force F-22, which was closed, which in Congressman Barney Frank as a classic example of unnecessary military spending. Imagine the cost to the U.S. govt, considering that 20 new F-22s are added to the fleet of Air every year and by 2011, U.S. Air Force will have 187 in all. Again and again over the last decade, it has been argued that the lack of cost control aircraft is a key gap in the long term the U.S. military.
Now consider the $ 33,000,000 price tag. What can be too? Well .. is common to Strike Fighter F-35 aircraft, which was designed for the world's premier fighter aircraft, not only for aviation but the Navy and Marines. Surprisingly, the F-35 is to be four times more effective than the older fighters air-air combat, eight times more effective in air-ground Fighting the battle, and three times more effective in recognizing and combating air defense.
So much that I want to emphasize that the JSF F-35 is able to offer unique values for all three military branches to lower costs. The question is how and to offer any lessons to optimize the Govt. spending in other areas.
Let us, first the manner in which traditional military projects, contracts and purchases of its aircraft. The aircraft stationed on carriers thousands of miles from the nearest maintenance hangar, the Navy wants a fighter that is easy to maintain, yet tough as a truck Mack, to be able to absorb the landing of the carrier and constant contact with salt air.
To support the troops in remote and hostile conditions for Marines aircraft that performs as a fighter and still hovers like a helicopter and is equipped with various remedies, such as missiles and electronic equipment jamming devices in order to avoid low-altitude surface-to-air missiles.
The task of maintaining global air superiority forces air requirements for the fastest and highest performance aircraft with tactical stealth technology to reduce the visible to enemy radars.
As Navy, Marines, Air Force and differ widely in their conception of the ideal fighter plane, each branch, designed and built its own aircraft, regardless with a long list of personalized features focuses on individualisation, the adaptation of weapons and to bring the mission. F-22 is a top line for the Air Force, F-18 for the Navy and the AV-8 for the Marines. Joint Strike Fighter (JSF) program challenged this practice in the industry and to build one aircraft for all three branches by identifying and connecting only the most important features required by all three branches of the defense, while less or eliminate all else, that is, all the features that have been taken for granted by each department, but it provided little value, or those have been overdesigned in the race to beat the competition.
Interestingly, the Navy response was limited to only two: durability and ease of maintenance, Air Force on the efficiency and stealth and STOVL for the Marine Corps and remedies. Studies have shown that the JSF project the two highest cost components of the three branches were the same aircraft: avionics (software) and engines. Common use and production of these components on the promise of huge cost reductions. By focusing on these key factors and drop or limit any other factors, the JSF program was able to offer the highest fighter at a lower cost.
Fall of 2001, Lockheed Martin received a huge $ 200 billion JSF contract-largest contract in military history. First JSF F-35 is to be delivered in 2010. So far, the Pentagon is confident that the program will be an unqualified success, not only because of the strategic nature JSF F-35 achieves exceptional value, but also, equally important, because it won the support of all three branches of the defense. Additionally This gave an excellent way to optimize government spending.
Yes, this really is homework. First of all, the board budget cuts is not the only way of controlling the cost of government. Secondly, questions the traditional approach of segmentation (which focuses on the differences between needs market niches) and the implementation of desegmentation (focusing on the similarities between the markets, rather than differences) has the potential to create huge savings. Thirdly, in recent decades have seen an increase trend in the adaptation and personalization in almost every area, it is necessary to assess and re-evaluation of this trend cut out additional costs from the system.
Like the F-35 JSF project successfully optimize military spending aircraft, similar approach should be used to optimize the govt. expenditure in many other fields. It is necessary, especially considering the state of the economy for the govt. initiating and supporting similar projects in other areas.
